国家绿色电力证书交易市场与省级日前电力市场协调均衡机制设计Design of Coordination and Balance Mechanism Between National Green Power Certificate Trading Market and Provincial Day-ahead Power Market

摘要(Abstract):
2019年颁布的《关于建立健全可再生能源电力消纳保障机制的通知》标志着我国可再生能源消纳进入强制考核时代,建立绿色电力证书(简称"绿证")交易市场十分必要。针对各省面临的可再生能源消纳任务,设计了国家绿证交易市场和省级日前电力市场协调均衡机制。针对发电侧可再生能源电厂间的差异性,创新性建立了基于熵权法的绿证核发评价体系用以指导可再生能源的绿证核发;从消纳考核要求出发,构建了省级日前电力市场出清模型与国家绿证交易市场出清模型,发电商和售电公司共同参与省级日前电力市场进行电量和绿证的直接交易;在国家绿证交易市场中,受到不同可再生能源消纳配额百分比的影响,售电公司通过竞价进行绿证的购买和售出;算例分析验证了所述机制的可行性和有效性。
