多时间尺度的扰动控制标准及备用协调Multi Time Scale Disturbance Control Standard and Reserve Capacity Coordination

摘要(Abstract):
特高压联络线接入后,在特高压直流闭锁情况下,受端电网将出现严重的功率缺额,并对电网频率稳定产生严重威胁。各控制区的动态ACE(area control error)策略可以充分发挥互联电网功率支援的优势,增强特高压直流闭锁情况下互联电网的运行稳定性。文章根据响应时间长短对控制区的备用进行分类,并参考现行DCS标准,提出了基于时间维的扰动控制标准(time dimension based disturbance control standard,T-DCS),通过该控制标准评价各控制区动态ACE的执行情况及执行动态ACE后的备用恢复情况,同时以某大区电网为例,对与T-DCS标准各项评价指标相关的电量考核方法以及备用容量调整策略进行了详细说明。应用实例表明,T-DCS标准考虑了我国特高压互联电网的实际运行情况,与动态ACE策略一起构成大受端电网频率控制的新防线,不仅可以对各控制区执行网调动态ACE指令的情况进行评价与考核,也能T-DCS标准能够科学评价各控制区的扰动恢复能力,在各控制区备用容量调整中起指导作用。
