城市中低压配电网降损规划决策方法Optimized Decision Approach of Loss Reduction Plan for Medium- and Low-Voltage Urban Distribution Networks

摘要(Abstract):
针对当前城市中低压配电网规划降损措施的选择难题,总结了配电网降损规划方案的关键步骤,建立了配电网降损规划优化决策模型。以降损规划方案全寿命周期内的综合成本、损耗电量引起的直接费用、等效GDP值与其产生碳排放对应的罚金最少作为目标函数,并考虑可靠性和安全性等约束条件,所建立的模型能够对降损措施所涉及的各方面经济效益的目标函数,以电网可靠性及电网运行安全稳定性作为效益进行综合评价。根据降损备选方案的规模不同,提出采用不同方法进行模型求解,对于规模较小的降损备选方案可采用直接比较目标函数的方式,针对规模较大的降损备选方案,采用禁忌搜索方法进行求解以提高计算效率。算例结果表明,所提出的决策方法能够对各规划方案进行优选,具有良好的可操作性和经济性。
