高渗透联网风电集群有功分层递阶控制策略Active Hierarchical Progressive Control Strategy of Highly Penetrated Networked Wind Power Cluster

摘要(Abstract):
风电随机性、难预测性以及低可控性,导致大型风电基地各风场之间及风场内部无法有效执行调度指令。为保证电网安全稳定运行,通常会限制风电出力,进而导致弃风限电的问题。结合分层递阶思想,提出一种适用于多个接入点的风电场群有功控制策略。该策略在已有调度指令的基础上,通过协调各风电场间及风电场内部各机组的有功出力值,进而形成场群层、子场层的相应协调调度方法,并以改进后的遗传算法对模型进行求解。通过IEEE 30节点系统、基于东北某风电基地实际运行数据进行仿真分析的结果表明,提出的分层递阶控制策略在降低系统网损、提升调度精度的同时,大幅提升了风电消纳能力。
