电网扰动控制标准及其应用Disturbance Control Standard of Power System and Its Application

摘要(Abstract):
随着互联电网的发展,电网中扰动所造成的影响将由单个区域发展到相邻的互联区域,这对电网的安全稳定运行产生了严重威胁。由于扰动造成的电网连锁事故时有发生,扰动控制的重要性逐渐显现。北美电力可靠性协会(North American electric reliability council,NERC)提出的扰动控制标准(disturbance control standard,DCS)明确具体、可操作性强,为互联系统的安全稳定提供了一种有效的控制方法。文章介绍了NERC制定的DCS的发展历程,阐述了DCS的控制机理及其在国内外应用的情况,同时针对DCS做了相应的事例分析,并提出了基于DCS的电网扰动控制策略。
