可再生能源激励制度下的低碳经济电源规划Research on Generation Expansion Planning in Low-Carbon Economy Environment Under Incentive Mechanism of Renewable Energy Sources

摘要(Abstract):
可再生能源发电技术的应用会对CO2减排产生积极作用,然而由于其不够成熟,因此出现高投资成本和低投资回报率的问题。为鼓励可再生能源发电技术的发展,电力行业提出了多种激励措施。将绿色证书交易机制和碳交易机制引入到电源规划模型中,考虑规划期内系统收益、投资成本以及运行成本,建立了以规划期内系统净收益最大为目标的低碳经济电源规划模型,在传统约束条件的基础上,增加了可再生能源配额、出售或购买绿色证书数量和碳交易量等约束条件。利用离散细菌群体趋药性算法(discrete bacterial colony chemotaxis algorithm,DBCC)进行优化求解,对低碳经济电源规划与传统电源规划优化结果进行了对比分析,并在不同碳税水平、不同碳排放限额、不同可再生能源配额比例3种情况下进行了灵敏度分析。算例结果验证了上述模型和算法的合理性。
