电力系统灵活性及其评价综述A Survey on Power System Flexibility and Its Evaluations

摘要(Abstract):
随着电力系统不确定性的不断增加,电力系统需要具备一定的应变和响应能力,即所谓的灵活性,以尽可能消除或减小以上不确定因素带来的负面影响,保证电力系统的安全稳定运行。介绍了电力系统灵活性的特点与定义,将电力系统灵活性分为输电系统灵活性、配电系统灵活性和输电及配电系统双端灵活性3个方面,较为全面地对可控性较强的可再生能源的接入、储能、负荷管理和负荷响应、微网等可用的灵活性资源进行分类与阐述,介绍它们之间的交叉应用,并对它们提高电力系统灵活性的能力进行了概述;此外,简要介绍了现有的灵活性评价指标,着重介绍了IRRE和TUSFI-TEUSFI两大指标,并指出了它们的适用范围。最后,对电力系统灵活性的研究进行了展望,并阐述了灵活性指标的建立与优化过程中需要关注的问题。
