考虑电网频率偏差的风电功率爬坡限制指标动态优化Dynamic Optimization of Wind Power Ramp Limitation Based on Power System Frequency Deviation

摘要(Abstract):
制定风电并网功率的爬坡限制指标可以有效抑制风电剧烈爬坡事件对电网频率偏差的影响。提出了一种考虑电网频率偏差的风电功率爬坡限制指标动态优化策略,根据电网的实时运行情况,对风电并网功率爬坡限制指标进行动态优化,使系统频率始终处于安全范围内。首先以电网的动态频率特性为基础,建立含一次调频和二次调频特性的电力系统频率仿真模型;然后利用二分法,根据电网频率偏差限值获得最优爬坡限制指标,从而有效避免了因固定爬坡限制指标过于宽松而导致的系统状态越限,以及爬坡限制指标过于苛刻而导致的风电场爬坡控制经济性较差的缺点。最后,通过IEEE RTS算例的仿真结果验证了所提策略的有效性。
