基于风险控制的新能源纳入电力系统备用方法Reserve of Power System Considering RenewableEnergy Based on Risk Control

摘要(Abstract):
新能源纳入备用对促进新能源消纳有重要作用,但新能源预测难度大、波动性强的特点制约了其作为备用的可靠性。为此,提出了基于风险控制的新能源纳入电力系统备用方法。首先,从电网安全和新能源消纳两个方面分析了备用对电网调度运行的影响;然后,基于对负荷预测、新能源预测误差分析,提出了考虑系统损失负荷风险的新能源纳入备用流程;最后,以新能源最大化消纳为目标,提出了兼顾电网安全和新能源消纳的柔性备用机制。西北电网的实例分析及应用验证了所提方法的科学性和实用性,同时,还通过实例分析了损失负荷风险、新能源预测水平、负荷预测水平对备用留取及新能源消纳的影响。
